</div><div style="text-align: justify;">Shelley Leibowitz: One of the challenges for senior people coming into a new organization is that often they assume the current organization will be just like their prior one. They think they need to things and have an impact starting day one. All that is important, of course, but I think what’s perhaps more important is to learn and understand the context. You need to understand the environment in which you’re operating to get that nuance right. It took me more than six months to really begin to understand how the organization operated—its governance, its charter, its approach. Coming from the top-tier financial firms, it’s easy to think you’ve known it all, done it all, seen it all. Aktuell liegt es aber auf dem letzten Platz der Prioritätenliste. </div><div style="text-align: justify;">Der Bekanntheitsgrad von Cloud Computing hat bei Anbietern wie bei Anwendern merklich zugenommen: Jedes fünfte Anbieterunternehmen nutzt oder plant den Einsatz von IaaS (Infrastructure as a Service), weitere 20 Prozent geben an, SaaS bereits anzubieten oder ein Angebot zu planen. Mehr als die Hälfte der befragten IT-Dienstleister kann sich vorstellen, zukünftig SaaS-Lösungen auf Serviceplattformen Dritter (Platform as a Service) anzubieten.</div><div style="text-align: justify;"><br />
</div><div style="text-align: justify;">Von ihren Kunden in der Versicherungswirtschaft wird dieses Angebot offenbar noch nicht in diesem Umfang angenommen: Nur etwa sieben Prozent der befragten Versicherer gaben an, bisher vonSaaS-Angeboten Gebrauch zu machen, weitere sieben Prozent planen deren Einsatz. IaaS-Angebote nutzen bisher etwa 20 Prozent der Versicherer, weitere sieben Prozent befinden sich in der Planung. Demgegenüber stehen bei IaaS immerhin zwanzig Prozent (13 Prozent bei SaaS), die noch nichts davon gehört haben und 53 Prozent (73 Prozent bei SaaS), die ein solches Angebot bisher nicht in Betracht gezogen haben.</div><div style="text-align: justify;"><br />

Rekordhalter im negativen Sinne ist Deutschland in einem anderen Bereich, nämlich bei den Löhnen. Während in den meisten anderen Industrieländern die Löhne in den vergangenen zehn Jahren stiegen - im Schnitt um ein Viertel - schrumpfte das reale Durchschnitts-gehalt in Deutschland. <a name='more'></a></div><div style="text-align: justify;"><br />
</div><div style="text-align: justify;">So hatten die Deutschen vor zehn Jahren noch viereinhalb Prozent mehr Geld zur Verfügung als heute. Das zeigten die inflationsbereinigten Zahlen, die die internationale Arbeitsorganisation ILO am Mittwoch (15.12.2010) vorlegte. </div><div style="text-align: justify;"><br />
</div><div style="text-align: justify;">Auch wenn in anderen Ländern die Löhne in den vergangenen zehn Jahren real angestiegen sind, die Wirtschaftskrise hat den Anstieg kräftig gedämpft. Während 2006 und 2007 die Arbeitnehmer weltweit im Schnitt bis zu 2,8 Prozent mehr Lohn in der Tasche hatten, waren es in den beiden folgenden Krisenjahren nur noch etwa eineinhalb Prozent mehr.</div><div style="text-align: justify;"><br />
</div><div style="text-align: justify;">Die Zeche für die weltweite Wirtschaftskrise haben aus Sicht der UN-Arbeitsorganisation ILO damit vor allem die Beschäftigten bezahlt. Und das spiegelt sich auch in der Zahl der Arbeitslosen wider. Gegenüber 2007 sei die Zahl der Arbeitslosen weltweit um knapp 30 Millionen auf rund 207 Millionen im vergangenen Jahr gestiegen.</div><div style="text-align: justify;"><br />
</div><div style="text-align: justify;">Keine der führenden Industrienationen steht im weltweiten Wettbewerb besser da; Deutschland ist Europas Konjunkturlokomotive auf dem Weg aus der Wirtschafts- und Finanzkrise. Gerade wegen des flexiblen Arbeitsmarktes galt Deutschland so manchem anderen als Paradebeispiel dafür, wie man gut durch eine Wirtschaftskrise kommt. Beispiel: Kurzarbeit. Unternehmen haben in der Krise ihre Mitarbeiter nicht entlassen, sondern auf Kurzarbeit umgestellt. Das bedeutet: Die Arbeitnehmer arbeiteten vorübergehend nicht mehr, wurden aber nicht entlassen. Ihr Gehalt wurde zu einem Teil von der Bundesagentur für Arbeit gezahlt, zum anderen von den Unternehmen. </div><div style="text-align: justify;"><br />
</div><div style="text-align: justify;">So hielt sich der Anstieg der Arbeitslosenzahlen auch in der Krise in Grenzen. Das lobte die ILO: Durch "intelligente Arbeitsmarktinstrumente" und einen "guten Dialog mit den Sozialpartner" seien die Beschäftigung stabil geblieben und die Löhne nur leicht gesunken. Die Kurzarbeitsregelung sei eine "gute Investition" gewesen, die Entlassungen verhindert und die Binnennachfrage gestützt habe.</div><div style="text-align: justify;"><br />

</div><div style="text-align: justify;">Mit dem Outsourcing-Vertrag binden sich Auftraggeber und Anbieter langfristig aneinander. Daher stehen hier geschäftliche Fairness und Interessenabwägung beider Parteien an erster Stelle. Diese Prinzipien sind die Grundlage für eine vertrauensvolle und beständige Zusammenarbeit. Geht es einer Partei allerdings einzig darum, sich auf Kosten des Vertragspartners mit den eigenen Forderungen durchzusetzen, ist das Risiko groß, eine Schieflage des Projekts und damit ein vorzeitiges Ende des Vertrags zu riskieren. Werden die unternehmerischen Interessen des Auftraggebers nicht ausreichend geschützt, wird er sich über kurz oder lang nach einem anderen Partner umsehen. Wenn aber die vereinbarte Vergütung weit hinter den zu erbringenden Leistungen zurückbleibt, verliert der Anbieter das Interesse an dem Vertrag und wird sich auf andere Kunden konzentrieren. Der bei den Vertragsverhandlungen erzielte Erfolg entpuppt sich dann recht schnell als Pyrrhus-Sieg.</div><div style="text-align: justify;"><br />
</div><div style="text-align: justify;"><b>Worauf ist also bei der Gestaltung von Outsourcing-Verträgen besonders zu achten, um diese Risiken zu vermeiden?</b></div><div style="text-align: justify;"><br />
</div><div style="text-align: justify;">An erster Stelle steht die klare und eindeutige Leistungsbeschreibung. Nur wenn von vornherein für beide Parteien feststeht, welche Leistungen gegen welche Vergütung erbracht werden sollen, können Streitigkeiten schon im Vorfeld vermieden werden. Nicht selten sind beide Vertragsparteien der Meinung, sich geeinigt zu haben und vom gleichen Leistungsgegenstand auszugehen. Erst eine rechtliche Prüfung offenbart den Trugschluss und bringt Einigungslücken ans Licht. Empfehlenswert ist neben der detaillierten Beschreibung der Leistungen auch eine Negativabgrenzung, das heißt eine Aufzählung von Leistungsbestandteilen, die gerade nicht Gegenstand des Vertrags sind und daher im Einzelfall gesondert vergütet werden müssen.</div><div style="text-align: justify;"><br />
</div><div style="text-align: justify;">Neben der klaren Beschreibung der Leistungen durch den Anbieter sollten auch die Mitwirkungsleistungen des Auftraggebers eindeutig definiert werden. Denn der Anbieter kann seine Leistungen nur dann erbringen, wenn er sich auf seinen Vertragspartner verlassen kann und dieser seinerseits zum Erfolg des Outsourcings beiträgt.</div><div style="text-align: justify;"><br />
</div><div style="text-align: justify;">Erfahrungen aus zahlreichen Outsourcing-Projekten zeigen, dass die Parteien gerade diesen elementaren Bestandteilen des Vertragswerks zu geringe Beachtung schenken. Oft verlassen sich die kaufmännischen Verhandlungsführer darauf, dass beteiligte Techniker die Leistungsbeschreibung inhaltlich geprüft haben. Diese sehen die Beschreibung jedoch als rechtliches Dokument an und gehen davon aus, dass sich die beteiligten Juristen darum schon gekümmert haben. Dass die Juristen diese Frage jedoch zumeist gar nicht beantworten können und den Ball zu den Verhandlungsführern zurückspielen müssen, kann im Ergebnis dazu führen, dass der Outsourcing-Vertrag Leistungen vorsieht, die weder von der einen Partei erwünscht noch von der anderen Partei erbracht werden können – die beste Ausgangsposition für Streit zwischen den Parteien.</div><div style="text-align: justify;"><br />

Recent trends in off-shoring have accentuated these difficulties. With so many companies outsourcing, it is no surprise that there are many arrangements that fail. In a Deloitte survey, 39 percent of the 300 respondents reported that they had terminated at least one outsourcing contract and transferred it to a different vendor, saying they were “Dissatisfied” or “Very Dissatisfied” with their largest contract; 50 percent brought the function back in-house.</div><a name='more'></a><br />

</div><div style="text-align: justify;">The general media is filled with examples of outsourcing deals gone wrong. Information Week reported that CIO’s took back 20 percent of off-shored IT work in 2006. Yahoo News quoted Marc Lazzari, head of Unisys operations Europe, stating that he knew of up to 10 deals worth between $890 million and $1.9 billion that were already back on the market despite having been signed less than two years earlier.</div><div><br />

</div><div style="text-align: justify;">The global offshore outsourcing market for IT and business services exceeded $55 billion USD in 2008 and some estimates suggest an annual growth rate of 20% over the next five years. In 2008, India posted some 65% of the ITO and 43% of the BPO market. </div><div style="text-align: justify;"><br />
</div><div style="text-align: justify;">Indeed, in 2008 India exported $40 billion of such services, while China, Russia, and Brazil managed $5 billion, $3.65 billion, and $800 million respectively. Although the BRIC countries are still maintaining a leading position, they are not without their problems, with Brazil and China hardly leveraging their potential and Russia lacking governmental support. India and China may even be seen turning to non-BRIC locations for some of the solutions; for example, to secure low cost and labour availability. The global market for Information Technology Outsourcing (ITO) has increased each year since 1992. Back in 1989, global ITO was a $9–$12 billion market. In 2008, the global ITO market was estimated to be worth between $220 and $250 billion. The BPO market in 2008 was less than the ITO market, but grew at a faster rate. Based on the evidence, the estimate for the ITO market, over the next five years, is that it will grow by 6–9% per annum while mainstream BPO expenditure is likely to row worldwide by 10% to 15% a year, from $140 billion in 2005 to potentially $230 billion plus by 2013. BPO expenditure will be in areas such as the human resource function, procurement, back-office administration, call centres, legal, finance and accounting, customer-facing operations, and asset management. Offshoring and outsourcing will retain their criticality through recessionary as well as growth periods. A highly competitive global services market presents opportunities and revenues for those able to offer the right mix of strong cost, reliable service, and secure location(s). </div><div style="text-align: justify;"><br />

</div><div style="text-align: justify;">Multi-sourcing has always been the dominant practice and the overall growth is driven by client organisations signing more contracts with more suppliers. However, while multi-sourcing helps clients to access best-of-breed suppliers and mitigates the risks of reliance on a single supplier, it also increases transaction costs for managing more suppliers. Multi-sourcing strategies and shorter contracts offer regular opportunities for offshore locations and services to establish footholds with clients. Where clients move to a primary contractor model, the leading supplier may well draw upon attractive offshore locations and services in a way that the client might not choose to do if directly responsible for all suppliers. </div><div style="text-align: justify;"><br />

For example, both India and China are increasing their own offshoring of IT and BPO work to other countries. This trend opens up the market for non-BRIC lower-cost services as a stepping stone to evolving into highervalue work. </div><div style="text-align: justify;"><br />

</div><div style="text-align: justify;">NEARSHORING – A STRONG TREND </div><div style="text-align: justify;"><br />
</div><div style="text-align: justify;">‘Nearshoring’ is defined as outsourcing work to a supplier located in a lowerwage foreign country close in distance and/or time zone. Compared with offshore outsourcing, the benefits of nearshoring include less travel costs, less time zone differences, and closer cultural compatibility. Non-BRIC locations can profit from nearshoring advantages in their specific regional cluster, differentiating themselves from farshore suppliers on proximity criteria, while differentiating themselves from other nearshore contenders on a suitable mix of superior cost, skill availability, quality of infrastructure, government support, and risk profile. At the same time non- BRIC providers of services and location need to be alert to bestshoring strategies of foreign clients and suppliers alike.</div><div style="text-align: justify;"><br />

<b><span class="Apple-style-span" style="font-weight: normal;"><span class="Apple-style-span"><b>10 steps to building a business case for shared services </b></span></span><span class="Apple-style-span" style="font-weight: normal;"><span class="Apple-style-span" style="font-weight: normal;">Shared services centers (SSCs) are becoming increasing popular as a means of effectively providing support services to the business, particularly in HR, Finance and IT. They may be based on- or offshore, and may be part of the organization or outsourced. Regardless of what the end solution might look like, a solid business case will need to be built, and this guide summarises 10 key steps in this process. </span></span></b><br />

What are the ‘drivers’ for shared services? </b></div></div></div><div style="text-align: justify;">In simple terms, why would the business benefit from shared services? What business issues would a shared services structure address? Common drivers for SSCs include compliance, efficiency, future scalability, flexibility, cost reduction, speed of delivery and reducing the administrative burden to enable managers to focus on value adding tasks. </div><div style="text-align: justify;"><br />
</div><div style="text-align: justify;"><b>2. Gain supporting evidence</b></div><div style="text-align: justify;">Once you have established your drivers, you will need to gain clear evidence as to why your current structure and processes do not effectively meet those drivers. You might consider carrying out an audit of your structure and processes, looking at areas such as compliance, efficiency, cost of function, response times etc. The results can then be benchmarked externally to gain further evidence as to how effective your current function is. </div><div style="text-align: justify;"><br />
</div><div style="text-align: justify;"><b>3. Assess likely future business needs </b></div><div style="text-align: justify;">It is important not just to look at current business requirements, but also what the business needs will be in say 2-3 years time. Will the business be growing, leading to a larger number of transactions? Are acquisitions anticipated, meaning that flexibility and speed of response will become important? Think about how effectively the current structure will be able to meet those needs and compare this against a shared services approach. </div><div style="text-align: justify;"><br />
</div><div style="text-align: justify;"><b>4. What is the ‘burning platform’? </b></div><div style="text-align: justify;">A ‘burning platform’ is a business-critical issue or risk that could cause significant damage to the business if not addressed. During steps 1-3 you will have gathered a number of reasons why the business may benefit from a move to shared services. Identification of a ‘burning issue’ amongst this evidence will be important in order to gain buy-in from the Board for the need to change. An example of a burning platform for a recent European SSC implementation I managed was meeting Sarbanes-Oxley compliance – this had to be done, and it would not have been possible to achieve this cost-effectively without a shared services structure. </div><div style="text-align: justify;"><br />
</div><div style="text-align: justify;"><b>5. Document the scope and successful outcomes </b></div><div style="text-align: justify;">You won’t know at this stage exactly what the end result will look like (where the SSC will be located, how large it will be etc.) but you will need to define the scope of the SSC activities in order to be able to create an estimated budget. Think about what tasks or activities will be in and out of scope for the SSC. At this stage you should also document the anticipated successful outcomes of the SSC. You will have already established the drivers for the project, but in order to sell the concept to the Board, you will need to turn these into positive outcome statements. For example: “The shared services structure will… be 100% legal-compliant; have lower operating costs per employee; bring a reduction in headcount due to more efficient processes" etc. </div><div style="text-align: justify;"><br />
</div><div style="text-align: justify;"><b>6. Consider your project resources </b></div><div style="text-align: justify;">Implementing shared services is a significant and time-consuming project which will require dedicated and skilled people. Do you have these resources internally, or will you need to hire in external consultants? This will have a significant impact on the up-front costs. </div><div style="text-align: justify;"><br />
</div><div style="text-align: justify;"><b>7. Assess the technology situation </b></div><div style="text-align: justify;">Many SSCs are set up with the intention of bringing efficiency savings due to enhanced processes. However, enhanced processes are usually dependent on having appropriate IT systems in place and this is a factor that is often overlooked at the business case stage. Assess what systems are likely to be required for your SSC and compare this to the level of technology you currently have in place. Implementing new IT systems and even customizing existing ones can be extremely expensive and this must be factored into your estimated budget. </div><div style="text-align: justify;"><br />
</div><div style="text-align: justify;"><b>8. Calculate estimated implementation costs </b></div><div style="text-align: justify;">There will be a number of one-off costs to implement your shared services solution which may include: </div><ul><li style="text-align: justify;">Project team and consultants’ fees </li>
<li style="text-align: justify;">New building acquisition and setup </li>
<li style="text-align: justify;">Technology implementation and/or customization </li>
<li style="text-align: justify;">Recruitment of new staff </li>
<li style="text-align: justify;">Training of new and existing staff </li>
<li style="text-align: justify;">Redundancy payments </li>
<li style="text-align: justify;">Retention / project bonus payments </li>
<li style="text-align: justify;">Travel (if SSC is to be located overseas) </li>
<li style="text-align: justify;">Contingency </li>
</ul><div style="text-align: justify;"><b>9. Calculate estimated annual savings and pay-back period </b></div><div style="text-align: justify;">Whilst the key driver for shared services is not always cost savings, it will be important to demonstrate an annual cost saving once implemented in order to pay back the up-front costs. Costs savings may come from reductions in headcount, cheaper salaries and building running costs as well as reductions in error rates and legal issues. Centralised and consistent processes can also reduce the costs associated with auditing. Once these savings have been estimated, the pay-back period for the implementation costs can then be calculated. </div><div style="text-align: justify;"><br />
</div><div style="text-align: justify;"><b>10. Calculate costs of not implementing shared services </b></div><div style="text-align: justify;">To supplement the cost savings in step 9, it is useful to think about what costs would be incurred by the business if it does not move to shared services. This is especially important when shared services is being considered in order to meet future business needs or changes. Think about what would need to be done in order to meet the drivers from stages 1 and 3 under the current structure and how much this might cost. Compare this to the anticipated cost of meeting these drivers via shared services and calculate the cost saving.<br />

It is dominated by four market-leading vendors, including two outsourcing giants (IBM and Accenture) and two procurement specialists (ICG Commerce and Ariba).</div><a name='more'></a></div><div style="text-align: justify;"><br />
</div><div style="text-align: justify;">The PO agreements are an effort to reduce indirect costs, drive bottom line improvements or reinvest to drive growth. Under one of the latest PO deals of Xchanging with CHEP, Xchanging was asked to manage GBP 75 million of spend per annum (GBP 375 million of spend over five years) on behalf of CHEP Europe and help integrate and standardize procurement processes for<span class="Apple-style-span" style="color: #073763;"> CHEP's business across the UK, France, Germany and Spain for their non-core categories</span>. Xchanging was also asked to consolidate spend management and help reduce overall non-core procurement costs across CHEP's European businesses. The contract included sourcing of non-core categories and a large proportion of procure-to-pay activities.</div><div style="text-align: justify;"><br />
</div><b><div style="text-align: justify;"><span class="Apple-style-span" style="font-weight: normal;"><b>PO Deal Terms</b></span></div></b><div style="text-align: justify;"><br />
</div><div style="text-align: justify;">Deal terms are slowly becoming mature, but risks stemming from internal readiness to comply with new policies and inconsistencies in measurement of benefits are yet to be tackled</div><div style="text-align: justify;"><br />
</div><div style="text-align: justify;">The deals have risen steadily with a recent trend towards broadening scope, according to Equaterra.</div><div style="text-align: justify;"><br />
</div><div style="text-align: justify;">Rick Bertheaud, Managing Director, Equaterra says, “There is an expansion in PO cycle which includes sourcing, procurement operation, back-end accounts payable and full source-to-pay. Some people are doing only procure-to-pay, that is, procurement operations and payables. There is a significant trend upwards to include the sourcing activity in procurement deals to bring in more business case value.”</div><div style="text-align: justify;"><br />
</div><div style="text-align: justify;">Larger providers are capitalizing on industry experience base like IBM capitalizing on CPG experience, Accenture continuing to do well in the financial institution segment. The deal activity in 2009 was quite strong. Many were smaller, sourcing-only deals, focused on driving short-term savings.</div><div style="text-align: justify;"><br />
</div><div style="text-align: justify;">“We are seeing broadening of categories in the market where deals are narrowly focused on some indirect procurement activities, but some providers are gaining traction in direct categories e.g., Corbus in manufacturing and Capgemini in utilities industry. Providers seem to be softening technology push in solutions. Tools are still part of the offering, but a strong push for big technology / transformation investment seems to have waned. The reason is that if it gets delayed, the deal becomes more expensive and clients want quick return on investment,” he adds.</div><div style="text-align: justify;"><br />
</div><div style="text-align: justify;">Despite the expansion of procurement outsourcing, the continued lack of standard deal terms suggest that market is still not yet ‘mature’ and yet has a number of risks in it. </div><div style="text-align: justify;"><br />
</div><b><div style="text-align: justify;"><span class="Apple-style-span" style="font-weight: normal;"><b>Risks in Service Delivery</b></span></div></b><div style="text-align: justify;"><br />
</div><div style="text-align: justify;">Change management: The largest risk in doing Source-to-Pay Outsourcing (S2PO) is more around managing change internally within the client's organization. This is actually true regardless of the delivery model - whether you are building out a captive or you do it with an outsourcing provider.</div><div style="text-align: justify;"><br />
</div><div style="text-align: justify;">“In the scheme of things, it is relatively easy to go out, find new suppliers and negotiate better contracts, which is the sourcing part. The toughest part comes afterwards - getting your internal customers within a client organization to buy off those contracts. In fact, non-compliance with negotiated contracts and specifications from preferred suppliers can create significant value leakage. In some companies, a culture of ‘rogue buying’ persists where people act on their own, go out and find their own goods and services from non-verified vendors, who are not listed in the deal. Organizations that manage compliance well – which can be supported with tools and practices offered by procurement outsourcers, can ‘plug the leaks’,” Rick says.</div><div style="text-align: justify;"><br />
</div><div style="text-align: justify;">Financial: In addition to change management risk, source-to-pay (S2P) also carries significant financial risks than call center, procurement operations only, or other BPO deals, which rely heavily on labor arbitrage to create value.</div><div style="text-align: justify;"><br />
</div><div style="text-align: justify;">Rick expands, “S2PO has a very different model. Often times, clients are underinvested in sourcing operations prior to engagement. Such clients may actually invest more to generate larger savings downstream. S2PO is not about reducing administrative cost of the activity, but it is about generating savings from third party spend. In fact, often you have to spend more in order to generate healthier savings.”</div><div style="text-align: justify;"><br />
</div><div style="text-align: justify;">There is an inconsistency in selection of resource units used to allow variability in base charges like FTEs, spend volume, transaction volume, and savings achieved. In S2PO deals, there is a lot of focus paid to realizing savings and ensuring deal terms to provide mutual incentives to deliver the desired business case.</div><div style="text-align: justify;"><br />
</div><div style="text-align: justify;">The challenge is in objectively measuring achieved savings. What seems like a straightforward exercise can quickly get complicated when new products, services, specifications, and suppliers are added to the mix. To this end, it is critical that deal terms with S2PO providers not only include clear targets and incentives for savings achievement, they also need to address the methodologies to be used in calculating savings. Rick adds, “In the end, deal terms will only go so far. Trust and collaboration between client and PO provider is critical to the success of a S2PO relationship.”</div><div style="text-align: justify;"><br />
</div><div style="text-align: justify;">Not just the absolute savings, but also the relative savings are important. Much the savings are relatively measured; it is more ambiguous, and hence has to be discussed and agreed to as part of the savings calculation methodology between the partners.</div><div style="text-align: justify;"><br />
</div><b><div style="text-align: justify;"><span class="Apple-style-span" style="font-weight: normal;"><b>Considerations for PO</b></span></div></b><div style="text-align: justify;"><br />
</div><div style="text-align: justify;">Deal terms are maturing, but vary from deal-to-deal. It is to be ensured that contract should take care of the objectives and risks of the relationship. In terms of savings assurance service levels, there is a trend to shifting from a penalty-only-model to a balanced-gain-and-pain-share model to encourage providers to exceed targets. Both models require clear rules of engagement and measurement; ensure that savings are identified, calculated and tracked.</div><div style="text-align: justify;"><br />
</div><div style="text-align: justify;">Picking the right PO provider is critical. While buyers should do the necessary due diligence to evaluate the provider's technology, delivery model and solution, choosing a partner that aligns culturally to foster an environment of collaboration and trust is even more important. </div><div style="text-align: justify;">In PO, it's almost around creating an environment of collaboration. Managing the savings is important and should be measured beforehand.</div><div style="text-align: justify;"><br />
</div><div style="text-align: justify;">Adequately addressing the change management issues is also critical. It is also to be considered that one is pulling in the right executive sponsorship, putting in place the processes, tools and communication programs to drive compliance.</div><div style="text-align: justify;"><br />
</div><b><div style="text-align: justify;"><span class="Apple-style-span" style="font-weight: normal;"><b>Impact of Cloud</b></span></div></b><div style="text-align: justify;"><br />
</div><div style="text-align: justify;">Cloud computing has begun to impact many areas in the services industry. PO vendors are closely looking at the software-as-a-service (SaaS) model. Procurement processing is getting increasingly tied to the platform.</div><div style="text-align: justify;"><br />
</div><div style="text-align: justify;">One of the best examples of 2010 is Capgemini, a PO service provider, which acquired IBX, a procurement services and software as a service (SaaS) provider with services offerings that combine hosted third-party technology (e.g., SAP SRM), internally developed solutions that make up for the functional shortcomings of existing systems and expert services. Capgemini is ready to tackle this new growth opportunity. Service providers are getting themselves ready for the change knowing the fact that buyer community is still not confident about cloud security.</div><div style="text-align: justify;"><br />

<li>Benchmark prospective destinations for the future software development outsourcing; </li>
<li>Identify the key criteria to be used by future outsourcers in determining the cost effective engagement models, selecting ITO services providers and gaining the long-term benefits from the outsourcing practices.</li>

<b>Study Methodology</b><br />
<div style="text-align: justify;">This study is based solely on the results of the online ITO survey conducted by IT Sourcing Europe between April and June 2010. In order to reach as many companies as possible, IT Sourcing Europe used its own database of business contacts in respective countries and sent out a survey invitation letter to each company’s decision makers (C-level executives, IT managers, directors, heads of software development etc). </div><div style="text-align: justify;"><br />
</div><div style="text-align: justify;">Additionally, outbound marketing initiatives were launched in order to attract more companies to participate in the respective surveys. In the frames of this initiative the following steps were taken: </div><br />

</div><div style="text-align: justify;">Steria Mummert Consulting hat im Rahmen einer detaillierten Marktstudie die Bereitschaft der Unternehmen sowie deren Sicht auf den Einsatz von möglichen Outsourcing-Modellen im Bereich IT und Process Services untersucht. </div><div style="text-align: justify;"><br />

<b>a) Relevanz von Outsourcing </b></div><div><b><br />
</b>95 Prozent der befragten Entscheider haben eine konkrete Absicht oder zumindest grundsätzliches Interesse, Outsourcing-Vorhaben umzusetzen.<br />
<br />
Die Relevanz von Outsourcing für das eigene Unternehmen wird von rund 70 Prozent der befragten Entscheider als sehr hoch oder hoch bezeichnet.<br />
<br />
Die Mehrzahl der Befragten vertritt die Auffassung, dass durch Outsourcing signifikante Kostenersparnisse von 20 bis über 50 Prozent möglich sind.<br />
<br />
Obwohl Kostensenkung noch immer der wichtigste Grund für die Durchführung von Outsourcing ist, haben die Faktoren Flexibilität, Konzentration auf das Kerngeschäft und Ausdehnung von Serviceoptimierung an Bedeutung gewonnen.<br />

<br />
<b>b) Umsetzung von Outsourcing </b><br />
Das Potential durch Outsourcing im eigenen Unternehmen wird nur von fünf Prozent der Entscheider als ausgeschöpft angesehen.<br />
<br />
Mehr als die Hälfte der Unternehmen hat bereits Vorhaben zum Business Process Outsourcing (BPO), Application Management (AM) oder Infrastructure Management (IM) umgesetzt oder plant dies konkret. <br />
<br />
Bei den Managed Testing Services liegt der Anteil der Unternehmen, die dieses Outsourcing-Segment umgesetzt haben oder konkret planen, nur bei etwas über einem Drittel.<br />
<br />
BPO wird vornehmlich für typische Backoffice-Prozesse eingesetzt wie Finance & Accounting (F&A), Fleetmanagement, Logistik, Einkauf und Payroll.<br />
<br />
<div>Nur vier Prozent der Anwender sind mit bestehenden BPO Services unzufrieden.<br />
<br />
BPO ist für den Geschäftserfolg von über 70 Prozent der befragten Unternehmen inzwischen sehr wichtig.</div><div><br />

Datensicherheit, Fachwissen und Branchenkompetenz sind die Hauptanforderungen der Anwender an Provider.<br />

</div><div>BPO setzt sich auch auf dem deutschen Markt immer weiter durch und hat inzwischen alle Branchen erfasst. Viele Unternehmen haben bereits in der Vergangenheit IT-Infrastruktur oder Applikationen ausgegliedert und sind nun bereit, stufenweise weitere Teile der Wertschöpfungskette an Dienstleister zu vergeben. </div><div><br />
</div><div>Die Tendenz des „Sole Sourcing“ wurde in dieser Studie bestätigt: Die Mehrheit der Anwender berücksichtigen nur einen bis zwei Provider und verzichten damit auf eine klassische Ausschreibung. </div><div><br />

Interessantes Detail: sowohl jetziger E.on CIO Edgar Aschenbrenner als auch IT-Vorstand Regine Stachelhaus arbeiteten lange Jahre bei dem Computerhersteller HP.</div><div style="text-align: justify;"><br />
